Residence permit for a seriously ill foreigner in France (titre de séjour)
A foreigner living in France who is seriously ill can get, if they meet several conditions, a temporary residence card (carte de séjour temporaire) for private and family life for medical care. You must apply online, and you can apply even if you are in an irregular situation. You then download the medical certificate in your personal ANEF space, have it filled in by your doctor and send it to OFII.
Steps
- Apply online on the ANEF online portal for your residence permit (titre de séjour).
- Download your medical certificate in your personal space in your ANEF account.
- Print the document, have it filled in by your doctor, and send it to OFII, the immigration and integration office.
- Send the completed file by post to the medical service of OFII. It is best to send it by registered post with acknowledgement of receipt.
- If the prefect grants you the card, they inform you, and you pay 50 € by timbre fiscal tax stamp (timbre fiscal).
- If you entered France without a long-stay visa (visa de long séjour), you pay 300 € for the regularisation visa.

Key facts
- In the general case, you must send the medical certificate filled in by your doctor to OFII within 1 month from the day it is made available in your personal space.
- If you are an asylum seeker, you must send the medical certificate to OFII within 3 months from the registration of your asylum application.
- The OFII doctor may summon you for a free medical examination and ask for additional tests, which cost you nothing; you must show proof of identity.
- The opinion of the college of OFII doctors is only advisory: the prefect decides, using their own judgement, whether to grant the private and family life residence permit for care.
- A refusal may be written or may result from no answer after 4 months, and you can then appeal to the administrative court within 2 months from the notification or publication of the decision.
